The Commission will have broad duties and powers with respect to carrying out the purposes set forth herein. The primary duty of the Commission is to advise the Mayor and City Council in the management and operation of the Course. The Commission, either alone or in cooperation with other organizations, may sponsor Course-related projects, events, and educational programs. The Commission with the full knowledge and approval of the City Council shall have the power to seek grants and donations in support of projects which will aid the course. Donations received on behalf of the Course shall be designated for Golf Course projects. The Commission may not obligate the City or incur liability for the City above or beyond any budget the City Council may establish for the Commission without the permission of the City Council.
