These regulations and zoning restrictions are for the purpose of promoting the health, safety, moral and general welfare of the inhabitants, present and future, and of the taxpayers and visitors of the city by the orderly development of the city, beneficial uses of land and preservation of the environment of residential and commercial areas of the city.
