8-2-8-8: RATES AND CHARGES FOR SERVICES:

The rate or charges for any and all activities and services of such operators shall be determined by the operators, subject to review by the City, and subject, further, to the requirement that all such rates or charges shall be reasonable and be equally and fairly applied to all users of the services.
