Any person capable of meeting the minimum standards set forth herein for any of the stated categories is eligible to become a local commercial operator at the airport, subject to the execution of a written lease containing such terms and conditions as may be determined by the City.
Each local commercial operator shall provide his own buildings, personnel and equipment, and other requirements as herein stated upon land leased from the City.
