8-1-3-4: RESPONSIBILITY FOR CHARGES:

It shall be the duty of any person, firm, corporation or commercial operator to report and pay for all charges incurred each month. Failure to pay the said charges incurred may result in the impoundment of the violating aircraft and civil suit for the collection thereof.
