The term of the three resident members to be appointed shall be three years, provided that the term of one of the members appointed to the first Commission shall be for one year and one of the members appointed to the first Commission shall be for two years. In the event that a vacancy occurs during the term of any member, his or her successor shall be appointed by the Mayor for the unexpired portion of the term.
