The Director of Finance is hereby authorized to make payroll deductions from the wages or salaries of any full-time regular employees and deposit such deductions so made in a local main or branch bank or savings and loan association, upon receipt of a written request and authorization for such deduction by the employee, designating the amount of the monthly deduction to be made and the bank or savings and loan association in the Municipality where such deposit is to be made.
