Incinerators, commonly and successfully used, may be installed when the type and method of installation have been approved by Council, subject to the provisions and conditions set forth in such approval. No person shall install an incinerator when the type and method of such installation have not been approved by Council, nor shall any person violate the conditions and provisions of such approval.
