915.01 NECESSITY TO CONSTRUCT BEFORE STREET IMPROVEMENTS.

It is hereby determined to be necessary for the public welfare and convenience in advance of the permanent improvement of any street in the Municipality to construct storm sewers therein and to make all curb connections with the same.
