When the Manager, in his or her sole discretion, determines that circumstances exist which render the procedures set forth in Sections 212.02 and 212.03 to be contrary to the best interests of the City and its citizens, the Manager, with the consent of Council, may adopt alternative procedures for the disposal of surplus property having an estimated value of more than one thousand dollars ($1,000), in which event the provisions of Sections 212.02 and 212.03 shall not apply.
