Items of property described in Section 212.01 that have an estimated value of more than one thousand dollars ($1,000) shall be offered for sale through notice published once each week for two consecutive weeks in a newspaper of general circulation within the City, such notice to require that potential purchasers submit written bids signed by the proposed purchaser.
