§ 52.09 WATER BILLING.
   (A)   A statement of charges shall be rendered quarterly in January, April, July, and October of each year. The statements will be mailed out no later than the 15th of the month the meters are read and shall be due no later than the 15th of the following month (if the 15th lands on Saturday or Sunday or a holiday that the city offices are closed, the bill will be due the following business day). If the bill is not paid by the due date, there will be a late charge as set forth in the fee schedule assessed to the bill.
   (B)   Delinquent accounts shall be handled as set forth in § 51.05.
   (C)   The billing shall be based on water meter readings. In the event the meter is not able to give a reading, water usage shall be estimated by taking the average of the preceding 3 years in the same quarter’s usage. Estimates shall not be used for more than 2 consecutive quarters. In the event the meter is not reading for 2 consecutive quarters, the city will attempt to read the meter manually, repair the meter if necessary. Failure of the property owner to allow entry as provided in § 52.08 may result in termination of service as provided for in § 52.10(G). Nothing in this section shall change the liability for water meters as set forth in § 52.07.
