§ 52.07 LIABILITY FOR WATER METERS.
    Except as provided herein, the city shall remain the sole owner of all water meters and radio heads and it shall be the obligation of the city to maintain the meters and radio heads and to make repairs necessary by ordinary wear and tear. However, if the meter is destroyed or damaged by freezing or other unreasonable use thereof, the property owner where the meter is installed shall be responsible for the repair or replacement thereof, at his or her own expense. Upon sale of the property to which service is provided, the water meter and radio head shall stay with the property as ownership belongs to the city. When a water meter and radio head is provided for a newly constructed residence or business, the owner shall pay the entire cost of the water meter and radio head, which amount shall be nonrefundable and transferred as set forth in this section.
