Bills are due and payable at the main utility office on or before the due date for each monthly bill, established as approximately ten calendar days subsequent to the date of the bill. Bills which are mailed to an address outside Mercer County will be allowed up to ten days additional beyond the due date for payment without additional charge. On all bills not so paid, an additional charge of ten percent (10%) of the total amount billed will be made.

During any monthly period that the City of Celina's cost for energy decreases below or increases above 26.1 mills (2.61¢) per kilowatt-hour, the Energy Acquisition Adjustment will be applied in an amount equal to the difference. Energy cost per kilowatt-hour is determined from the combined sources of Municipal Plant generation (presently in cold reserve) together with energy purchased from Dayton Power and Light Company and other power sources.

The Director of Service and Safety shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions hereof, for the proper determination and collection of the rates and charges herein provided, and for the efficient and economical management of the electric system; and such rules and regulations when not repugnant to the existing ordinances of the City or the laws of the State shall have the same effect and force as an ordinance.
