   351.07 OPENING DOORS ON SIDE AVAILABLE TO TRAFFIC.
   No person shall open the door of a vehicle on the side available to moving traffic unless and until it is reasonably safe to do so, and can be done without interfering with the movement of other traffic, nor shall any person leave a door open on the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.

   351.08 PARKING IN ALLEYS AND NARROW STREETS; EXCEPTIONS.
   (a)   No person shall stop, stand or park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic, except that a driver may stop temporarily during the actual loading or unloading of passengers or when directed to by a police officer or traffic control signal.
   (b)   Except as otherwise provided by law, no person shall stop, stand or park a vehicle within an alley except while actually loading or unloading and then only for a period not to exceed thirty minutes.

   351.09 REGISTERED OWNER PRIMA-FACIE LIABLE FOR UNLAWFUL PARKING.
   In any hearing on a charge of illegally parking a motor vehicle, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this Traffic Code, and further testimony that the record of the Ohio Registrar of Motor Vehicles shows that the license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked was so parked by the defendant. A certified registration copy, showing such fact, from the Registrar shall be proof of such ownership.

   351.10 NIGHT PARKING IN RESIDENTIAL DISTRICTS.
   No person shall park a school bus, commercial tractor, agricultural tractor, truck or van of more than three-fourths ton capacity, bus, trailer, semitrailer, pole trailer on any street or other public way within the residential districts of the City between one hour after sunset and one hour before sunrise.

   351.11 HANDICAPPED PARKING.
   (a)   The City of Celina’s Handicapped Parking law shall be identical to Ohio Revised Code Section 4511.69, as amended from time to time, including but not limited to the “prohibitions provisions” as set forth in divisions (F)(1)(a) and/or (F)(1)(b) thereof, as well as the “penalty provision” set forth in division (J) thereof.
   (b)   The penalty fora violation of either division (A) hereof, or fora violation of divisions (F)(1) and/or (F)(1)(b) of Ohio R.C. 4511.69 shall be a fine in the amount of $350.00.

   351.12 PARKING PERMITS FOR CENTRAL BUSINESS RESIDENCES FOR USE IN CITY PARKING LOTS.
   (a)   There is hereby established a parking permit for unlimited parking on the City’s parking lots for passenger vehicles for residents of the Central Business District at a fee of sixty dollars ($60.00) per year per vehicle to be issued by the Police Department.
   (b)   The Central Business District shall be defined as follows: Extending from Logan Street on the South to Fulton Street on the North, extending to Walnut Street on the West and Ash Street on the East including both sides of these streets.
