No person shall be eligible to receive an original appointment to the Police Department as a policeman, subject to the civil service laws of the State, unless he has reached the age of twenty-one, and no person shall be eligible to receive an original appointment to the Department unless he is between the ages of twenty-one and thirty-five, inclusive.
