721.02 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein.
   (a)   “Appointment window” means either a specific time or a maximum of a four-hour time block during normal business hours. The Provider may schedule service calls and other installations activities outside the normal business hours for the convenience of the Subscriber.
   (b)   “1992 Cable Act” means the Cable Television Consumer Protection and Competition Act of 1992 as amended by the Telecommunications Act of 1996, and as each may be further amended.
   (c)   “Cable Television Commission or “Commission” means the Cable Television Commission of the City of Celina which is described in Section 721.02 hereof.
   (d)   “Complaint” means any verbal or written inquiry, allegation or assertion made by a Subscriber regarding the unsatisfactory performance of the cable television system or any portion thereof, or raising an objection to the customer service practices of a Provider.
   (e)   “Education Channel(s)” means those channels set aside for programs originated by the Celina City School District, if any.
   (f)   “FCC” means the Federal Communications Commission, its designee or any successor thereto.
   (g)   “Municipal Channel(s)” means the channel(s) set aside for programs originated by the City of Celina.
   (h)   “Normal business hours” shall have the meaning given it in Section 721.04(a)(1) hereof.
   (i)   “Provider” means any cable television operator that has a franchise with the City.
   (j)   “Public Access Channel” means those channels set aside for programs originated by the general public or local organizations or institutions, if any, but not including the Municipal Channels or the Education Channel(s).
   (k)   “Service interruption” means the loss of picture or sound on one or more cable channels.
   (l)   “Subscriber” means any person who lawfully subscribes to a Provider’s cable television service by means of; or in connection with, the Provider’s cable television system whether or not a fee is paid for such service, but also including, where applicable, any person requesting initial cable television service and/or installation.
   (m)   “City” means the City of Celina, Ohio.
   (n)   “Local” means within the franchise area governed by this franchise agreement.
