Development of any portion of land within the UR Zone shall be subject to all applicable requirements of Chapters 17.52 through 17.64 of this title. Furthermore, if the proposed uses include more than just the normal farming operations (i.e. packing, processing, sales and/or auction yards, etc.) the planning director shall require all necessary fencing, and/or screening of the proposed uses (see Articles III. and V. of Chapter 17.52 of this title) if it is deemed to be in the best interests of the surrounding land uses and/or development pattern.
