A. All users located in the City's collection area shall be billed monthly by approximately the fifth day of the month for which the trash collection is to be provided.
B. All fees for sanitation service shall be collected by the finance director and deposited in the City sanitation fund. Users may pay fees in advance quarterly, semi-annually or annually, but shall be responsible for making up any balance due caused by a legislative increase in the City's Consolidated Fee Schedule effective during the payment period for which the user made advance payment. The finance director is authorized and directed to use any legal means or procedures to ensure collection of sanitation fees.
