The inspector is authorized to make rules and regulations in cooperation and agreement with the health authorities designating the manner of and hours and limits of time dumping or depositing rubbish and garbage at the City disposal site, and no person shall dump or deposit rubbish or garbage in violation thereof; providing, that before the rules and regulations become effective, appropriate signs shall be placed at or upon the premises of the City disposal site giving notice of the rules and regulations.
