There is established at places and locations as the council may from time to time designate, by motion or order, a place for the dumping and depositing of rubbish and garbage and any such place or location shall be known and the same designated as the City disposal site. The inspector shall have the authority of a police officer to enforce all provisions of this code, ordinances, rules and regulations governing the City disposal site.
