The frequency of collection or the users' delivery of garbage, refuse, green waste, or rubbish shall be no less than that shown in the following schedule:
A. Garbage only—twice weekly;
B. Refuse with garbage—twice weekly;
C. Rubbish—as often as necessary to prevent nuisances but no less than once weekly, subject to the inspection by the public works director or his authorized representative.
