17.56.070 Parking area design standards.
   A.   Backing into street right-of-way prohibited. Off-street parking spaces and off-street loading berths shall be designed to be accessed from an internal access drive that meets the requirements of Sections 17.56.080(C) and (D) of this Chapter and not directly into a public street.
   B.   Striping. All on-site parking spaces shall be marked with painted lines not less than 4 inches wide.
   C.   Grade. The grade elevation of any parking area shall not exceed 3%.
   D.   Surfacing requirements. All areas intended to be used for parking, internal site circulation, and/or drive aisles shall be paved and designed to a specification appropriate to the type and volume of anticipated traffic. All surfaced areas shall consist of one or more of the following hard materials:
   1.   Asphalt
   2.   Concrete
   3.   Other hard and dust-free surface approved by City Planning and Development Director
   E.   Prohibited parking. Vehicle parking on private property shall only occur on parking lots that are paved in accordance with this Article and zoned for the intended use. Parking of vehicles in areas other than approved parking lots, or areas of a lot that are specifically designated for parking or vehicle display, shall be prohibited.
   F.   Curbing and parking setback requirements. All off-street parking areas, driveways and internal circulation areas shall meet the following requirements:
   1.   All on-site parking stalls which abut property lines shall be designed and constructed such that parked vehicles shall not protrude over property lines. A 6-inch curb, pre-cast concrete curb stop, or an alternative perimeter barrier approved by the Director, shall be installed a minimum of 3 feet away from property lines to avoid protrusion over property lines.
   2.   A 6-inch curb shall be installed a minimum of 3 feet away from the edge of all on-site parking stalls and any adjacent structure, wall, or fence to limit vehicle damage to the adjacent building, wall or fence.
   G.   Lighting requirements. Any lighting installed to illuminate an off-street parking area shall meet the following requirements:
   1.   Lighting across the site will be designed in compliance with Chapter 15.48 of this code.
   2.   Lighting will reflect light away from adjacent properties and public right-of-ways.
   3.   Lighting will utilize full cut-off fixtures to conform to City's outdoor lighting standards.
   4.   Specific lighting designs will be determined in conjunction with the review of the Major or Minor Site Plan to ensure that an adequate level of site security is created.
   H.   Screening requirements. All developments with off-street parking lots with greater than 10 spaces shall be screened from the view of adjacent public streets through the use of a 3-foot wall adjacent to the parking area. Wall design should be architecturally compatible with the building(s) located on the site.
