Subject to the provisions of Section 17.64.020 of this Code, the requirements and provisions of this Article shall apply to all new uses, and change of use in a building, except that Small Residential Uses, as defined in Section 17.56.050, that are on a single lot are exempt from the following sections:
- 17.56.140--Parking area design standards.
- 17.56.150(C); (D); (E) and (F)--Drive access design requirements.
