A. A development permit which includes provisions for the management of stormwater runoff from the property to be developed shall be obtained before construction or development begins. The stormwater management plan shall address how the stormwater created by the development will be retained, and how the historic upstream flows will be transmitted through the development. Applications for a development permit shall be made on forms furnished by the planning director and may include, but not be limited to, plans drawn to scale, showing the nature, location, dimensions and elevation of the area in question; in addition, the plans shall show any existing or proposed structures, fill, storage of materials, and any existing and/or proposed drainage facilities.
B. Reports, construction plans, and other data submitted in support of an application for a permit shall comply with the criteria as set out in Sections 15.42.260 and 15.42.270.
