Rainfall runoff from storms of all return frequencies should enter and depart from property after its development in substantially the same manner as under pre-development conditions. Any proposals to modify drainage patterns must be fully justified by engineering data, which shall demonstrate that there will be no adverse impacts to surrounding properties, or to the overall city drainage network, resulting from the proposed modifications.
