A. Accommodation of Historic and Developed Flows. Proper and adequate provision shall be made for disposal or retention of stormwater; this shall apply equally to development of properties and streets. Generally, the city requires flows generated by new development to be adequately retained, and offsite flows to be properly transmitted across the development site. Existing major watercourses shall be maintained and dedicated as drainage ways. The type, extent, location and capacity of drainage facilities shall be approved for the individual development by the city engineer, and shall be constructed in accordance with standard specifications and details.
B. Site Grading. Lots shall be laid out so as to provide positive drainage away from all buildings. Individual lot drainage shall be coordinated with the general storm drainage pattern for the area. Drainage shall be designed so as to avoid concentration of storm drainage water from each lot onto adjacent lots, and shall comply with the requirements of the city’s storm drainage master plan and drainage policy.
C. Completion of Drainage Improvements. No structures shall be issued a certificate of occupancy, nor subdivision financial security released, until all drainage facilities have been completed in accordance with the approved plans.
