Notwithstanding any of the terms and provisions of §§ 150.01 through 150.08 of this chapter, the city may utilize “fast-track” demolition proceedings as provided for in and pursuant to the terms of 65 ILCS 5/11-31-1(e) to expedite demolition of certain properties and obtain a lien thereon, if a residential or commercial building is three stories or less in height, as defined by the city’s Building Code, and the municipal official in charge of enforcing the Building Code determines that the building is open and vacant and an immediate and continuing hazard to the community, the building may be demolished, repaired or enclosed by the city, or any garbage, debris and other hazardous, noxious or unhealthy substances or materials may be removed by the city, without the necessity of court proceedings if the notice requirements as stated in 65 ILCS 11-31-1(e) are complied with and no objections are raised, as provided for in 65 ILCS 11-31-1(e).
