§ 30.058  MEMBERS REFUSING TO ATTEND.
   (A)   Any member of the City Council who shall neglect or refuse to attend any meeting of the City Council, without good and sufficient excuse to be passed upon by the City Council, shall be fined the sum of $25 for failure to attend such meeting. No member shall receive compensation for failure to attend said meeting under the provisions of § 30.051 of this chapter.
   (B)   No procedure is set forth in the statutes for determining that a vacancy exists. Where a true question exists as to the presence of a vacancy, a hearing should be held before the vacancy is declared. A registered letter should be sent to the last known address of the person whose office is in question.
