§ 73.27  REQUIREMENTS.
   All persons wishing to operate a golf cart or utility terrain vehicle on the city streets must comply with each of the following requirements:
   (A)   Liability insurance in the minimum amount of $15,000/50,000/25,000;
   (B)   Possess a permit from the city for the vehicle. To obtain such permit, the operator must comply with licensing requirements by filling out an application, paying an application fee and bringing the golf cart or utility terrain vehicle to City Hall for inspection by the Chief of Police or his or her designee;
   (C)   Must comply with the rules concerning golf cart and utility terrain vehicles contained in § 73.28 of this chapter;
   (D)   Must display the city decal on the rear of the vehicle;
   (E)   Cannot transfer decals between vehicles;
   (F)   Must have a valid driver’s license; and
   (G)   Must be 16 years of age.
