§ 73.28  RULES CONCERNING GOLF CARTS AND UTILITY TERRAIN VEHICLES.
   The following rules concern golf carts and utility terrain vehicles:
   (A)   Must obey all traffic laws of the state and the city;
   (B)   Must be operated only on streets of the city, except where prohibited;
   (C)   May not be operated on Highway 108 or Highway 67;
   (D)   May only be operated on streets and roadways that have a posted speed limit of 35 mph or less;
   (E)   May only be operated between the legal sunrise and sunset;
   (F)   A person operating or in control of a golf cart or utility terrain vehicle as described herein on a roadway while under the influence shall be subject to 625 ILCS 5/11-500 through 5/11-502 (625 ILCS 5/11-500 et al., “Driving Under the Influence of Alcohol or Other Intoxicating Compounds”);
   (G)   Golf carts and utility terrain vehicles shall not be operated on sidewalks or in city parks other than in parking areas;
   (H)   Golf carts and utility terrain vehicles may not be operated on streets, highways and roads under the jurisdiction of the state’s Department of Transportation (Highway 67 and Highway 108);
   (I)   All operators of golf carts and utility terrain vehicles must adhere to child restraint laws pursuant to state statutes;
   (J)   Any operator or passenger of a golf cart or utility terrain vehicle, while in motion, must be seated and wearing a seatbelt;
   (K)   A person is not eligible to obtain a license for a golf cart or utility terrain vehicle unless they have a valid driver’s license issued by a U.S. state;
   (L)   A person may not operate a golf cart or utility terrain vehicle on a highway, as enumerated in divisions (C) or (H) above. An operator may only directly crossing the said highways at an intersection where there is a stop sign across such highway;
   (M)   An insurance card showing minimum coverage required by this subchapter shall be kept in the vehicle; and
   (N)   Each golf cart and utility terrain vehicle must be equipped with brakes, tires, headlamps, front and rear turn signal lamps, tail lamps, stop lamps, reflex reflectors, exterior mirrors, solid, one-piece windshield, parking brake and seat belts.
