§ 71.05  UNLAWFUL POSSESSION OF HIGHWAY SIGN OR MARKER.
   Traffic-control signals, signs or markers owned by the city shall be possessed only by the city’s employees, police officers, contractors or their employees engaged in highway construction, contract or work upon the roadways or public ways approved by the city. No person shall possess a traffic-control signal, sign or marker owned by the city, except as provided in this section without the prior written authority of the city. It shall be a violation of this traffic code for a person to possess such a traffic- control signal, sign or marker without lawful authority.
