The city shall maintain and repair all water service pipes between the water mains and the curb lines. Any repairs to service lines or taps between the water mains and the sidewalk or property line shall be the city’s expense. Any repairs or renewals of water service pipes between the property line or curb line and extending to the owner’s premises shall be made at the sole expense of the consumer or owner of the premises.
