For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning. Any term not defined in this chapter shall have the meaning as defined in any chapter of the County Code. Any term not defined in the County Code in any chapter shall have its generally accepted meaning.
ANLA. American Nursery and Landscape Association.
APPLICANT. An individual, partnership, firm, corporation, or other entity that undertakes or participates in the activities covered by this chapter.
BERM. An earthen mound formed to shield undesirable views and/or to decrease noise.
CRITICAL ROOT ZONE. A circular region measured outward from a tree trunk representing the area of the roots that must be maintained or protected for the tree’s survival. For the purpose of this chapter, CRITICAL ROOT ZONE is one foot of radial distance for every inch of tree diameter (DBH) measured at four and one-half feet above the ground diameter, breast height (DBA), with a minimum radius of eight feet. For specimen trees, the CRITICAL ROOT ZONE shall be one and one-half feet for every inch of tree diameter.
DEVELOPMENT. The subdivision of land and those divisions of land referred to as off conveyances, and/or any change to improved or unimproved real estate, including but not limited to: construction; reconstruction; structural alterations; relocation or enlargement of any structure, road, driveway, or appurtenance; grading; dredging; filling; paving; clearing; excavation; dumping; extraction or storage of soil or minerals; the storage of equipment or material.
GROUNDCOVER. A low plant (excluding annuals) with a mature height of six to 18 inches.
MANUAL. The Carroll County Landscape Manual.
MONOCULTURE. The practice of planting an area on site with a predominant single plant species.
NONRESIDENTIAL. Includes commercial, industrial, institutional, and governmental development and land uses.
OUTSIDE DISPLAY AREA. An area used for the display of goods or merchandise which is not enclosed by a building or structure.
PLANTING UNIT (PU). A unit of measurement for determining the quantity of plant materials required.
SCREENING. Any combination of plant materials, fencing, and berming to provide a visual break with the required level of height, density, and opacity for site conditions.
SHRUB. A low, multi-stemmed woody plant with a mature height of 18 inches to 15 feet.
SUBDIVISION. Any division of a parcel of land into lots or parcels for the purpose, whether immediate or future, of transfer of ownership, sale, lease, or development.
TREE. A large, branched, woody plant having one or several self-supporting stems or trunks that reach a height of at least 15 feet at maturity.
TREE CANOPY. The area of ground that lies within the drip line of a major, minor, or evergreen tree.
TREE, DECIDUOUS. A woody plant that drops its foliage at the end of each growing season.
TREE, EVERGREEN. An evergreen plant with a mature height exceeding 15 feet.
TREE, MAJOR DECIDUOUS. A tree with a mature height of 30 feet or greater, as specified in Part Three, Section IIIA of the Manual.
TREE, MINOR DECIDUOUS. A tree with a mature height less than 30 feet, as specified in Part Three, Section IIIA of the Manual.
