§ 157.02 ADOPTION OF A LANDSCAPE MANUAL.
   The county shall adopt a Landscape Manual (“the Manual”) by resolution of the County Commissioners. All development shall be subject to the requirements established in this chapter and to the technical standards established in the Carroll County Landscape Manual.
