In the event the application requires the opening of any highway under the jurisdiction of the Division of Highways, Department of Public Works, the applicant shall, before the work is commenced, pay to the District a sum sufficient to pay for a bond if such is required by the Division of Highways. This sum shall be added to the estimated cost.
