§ 32.049 DETERMINING AMOUNT OF LATERALS.
   (A)   Before the work is commenced, the Board of Directors shall determine the number of laterals potentially to be served by the collecting line or lines. The result of such determination shall be used whenever other laterals are connected to the collecting line or lines.
   (B)   Thereafter, when an owner of other abutting property wishes to connect a lateral to the collecting line which has been installed at the expense of the owner of the property first served, such new applicant shall pay to the Board of Directors a pro rata share of the cost of the collecting line based on the number of laterals to be connected thereto. The Board of Directors shall then refund this sum to the owner of the property first served and credited with the original construction cost less collection costs of 15%.
