(A) Within 60 days after the completion of the work, the Board of Directors shall furnish the applicant with a detailed statement of the cost of the installation.
(B) The Board of Directors shall refund to the applicant the difference between the estimated cost and the actual cost if the deposit for the estimated cost exceeds the actual cost, and the applicant shall pay the difference if the actual cost exceeds the amount of such deposit.
