(A) An owner of real property within the District; an agent of an owner, builder or contractor; or a licensed plumber desiring to install or to have a collecting line or lines installed, for the connection of a lateral or laterals to the District sewage disposal system, shall submit an application, in writing, to the Secretary of the Board of Directors, requesting permission to install or have installed a collecting line or lines.
(B) A description of the property to be served by such collecting line to the District sewer system shall be included in the application or appended thereto.
