The Board of Directors does hereby find, as follows.
(A) The City of Carmel-by-the-Sea has, by its Ordinance 91-14, defined SUBORDINATE RESIDENTIAL UNITS and enacted a procedure whereby existing units could receive a permit during a specified period.
(B) The purpose of Ordinance 91-14 is to permit a limited number of subordinate residential units as a source of affordable housing.
(C) After extensive discussion at its May and June1992 meetings, this purpose is one which this Board of Directors should support.
(D) This Board of Directors is authorized by existing law to waive its connection fees when the circumstances warrant.
(E) This Board of Directors is not authorized, due to state grant conditions, to waive its user fees.
