(A) All charges and fees attributable to annexation shall be due and payable prior to the completion of the annexation.
(B) The Board may require, at its option, a deposit to be made with the District by the owner to cover the costs of annexation proceedings prior to initiating such proceedings.
(C) The amount of said deposit shall be estimated by the Manager.
