The Board of Directors does hereby find and determine the following.
(A) Through user fees and connection charges, users of the District wastewater collection and treatment system have made and will continue to make substantial investment in capital facilities of the District, and, upon future annexations of territory to the District, an amount should be paid to equalize the territory to be annexed with that which is already within the District.
(B) It is therefore necessary and proper to impose a fee upon territory or properties which are sought to be annexed to the District in order to equalize the financial burden and spread the capital investment in the District’s facilities over all the area and users that will benefit from the same.
