(a) All extension to the City of Carmel sewerage systems must be accepted by the City before connection, and once connected, shall become and remain thereafter the sole property of the City of Carmel without further dedication thereof.
(b) Owners of real estate shall agree and furnish affidavit that they have paid in full the contractor or contractors, material, men, and laborers in cash the full cost of said extension or extensions.
