§ 9-74 Tampering with Fire Hydrants Prohibited.
   No person other than personnel of the Carmel Water Utility, Carmel Street Department, Carmel Sewer Utility or Carmel Fire Department or other person as may be specifically authorized in writing by the Carmel Water Utility shall operate or otherwise tamper with any fire hydrant on the Carmel water distribution system.
