(a) Jumpers will be supplied by the Carmel Water Utility on request for the following purposes only:
(1) To provide water supply for preparation of building materials;
(2) To provide water for testing new plumbing installations.
(b) Any other use of jumpers, such as but not limited to lawn watering, is prohibited. Each jumper shall bear a serial number.
