(a) No person shall install a jumper or any other device in a service line for the purpose of obtaining unmetered water for any reason without express written permission of, and use of jumpers installed by the Carmel Water Utility.
(b) No person shall use or collect Carmel Water Utility water from any source without a metering device approved by the Carmel Water Utility.
(c) A violation of this section shall be deemed an ordinance violation and any person violating this section shall be subject to a fine of not less than $100.
