§ 9-64 Rates and Charges Intended to Provide Reasonable Return on Investment.
   The City elects to provide for a schedule of rates and charges sufficient to produce revenues to provide a reasonable return on its waterworks utility plant. The City has determined that the schedule of rates and charges set forth herein will provide the reasonable return desired.
