(a) In the event rates and charges for water service are not paid, the deposit will be forfeited and applied toward such delinquent rates and charges as occur, and the water service will be discontinued.
(b) Water meter deposits will first be applied to final billings for water service, and the balance will be applied to any past due sewer fee. Any and all deposits collected prior to this provision shall be applied in the same manner as stated above.
