§ 9-55 Monthly Metered Rates, Monthly Base Charges and Minimum Charges, and Private Fire Protection.
   (a)   Monthly metered rates.
      (1)   Residential customers & irrigation. There are established for the use of and the service rendered by the waterworks system of the City to residential customers and irrigation meters, the following monthly metered rates and charges based on the use of water supplied by said waterworks system:

         b)   A minimum charge per month in accordance with the size of the meter installed as set forth below:

   (e)   For purposes of this section RESIDENTIAL CUSTOMERS shall mean those customers residing in single family or attached homes of less than four (4) units, regardless of whether the premises is owner occupied or leased. COMMERCIAL CUSTOMERS shall mean all customers that are not residential customers.
   (f)   Annual COLA increase. On January 1 of each year, beginning in 2025, a 3% cost of living adjustment shall be added to the previous year’s rates and charges. This 3% increase shall occur automatically each year unless and until such time that the Carmel City Council amends or adjusts the percentage of the COLA increase for the next fiscal year.
