§ 9-54 Definitions.
   For purposes of this division, the following terms shall have the following meanings:
   Class A Customer. All customers who are not class B customers.
   Class B Customer. Customers who are located outside the corporate limits of the City and who were not customers of the City as of December 7, 2001.
